Dear
Supervisors,
I
write this letter as a matter of appeal for the official record.
As an element of your duties, I would hope that the affairs,
protection and safety of the community and its citizens
would take priority over the budgets and bank accounts of
Riverside County.
I
am deeply disturbed over recent information which will reflect
derogatory light on Riverside County and those who govern it’s
policies. As an responsible official,
I alert you to the recent events for the record,
and as a matter of courtesy, so you may have the opportunity
to intervene, please give this letter serious consideration.

Two
years ago, I was abused and hurt by Riverside County Employees.
All I wanted in return, was nothing for myself.
I did not ask for millions, I did not seek to make others
‘pay’. I did not
seek revenge. I
only asked for “Corrective Action”.
To fix the problem so that the abuse would not continue to
happen to others. I
drew up a Draft for this Corrective Action Plan.
I labored over 150 hours of my time, reasoning and
researching the material. I
asked professionals in Mental Health to play devils advocate and
criticize the Plan. The
end product is sound and endorsed.
As intelligent men, I challenge you to personally review the
Plan and determined for yourselves if such a person (me) as Dr.
Dorsey describes, would be able to construct and conceptualize such
a comprehensive document.
It
appears the office of Larry Parish has refused the Plan.
I
have no choice but to move forward for some sort of validation.
I was hurt, and
it appears business will go on as usual for the Department of Mental
Health without accountability for reasons stated below.
At
this time, I have the best documented case and supporting evidence
of abuse from Dr. Dorsey and the Division of Riverside Mental
Health. Two expert
witnesses will testify the abuse I endured from County
employees “was the worst they have seen, short of
beating me”, I am willing to proceed toward a fair trial, except
it doesn’t appear that will happen.
I will not get a trial at all.
Mr.
Stout, hired by Larry Parish’s office is using all legal maneuvers
available to crush this lawsuit.
Yet, last week, in the summary judgment hearing, the Judge
ruled that he will allow this case into court, but he made a
disparaging statement. The
Judge said that when the trial arguments are over, he would more
then likely rule in favor of the defense (the County), and not
respond to the Jury’s decision.
The Judge interprets the law as giving IMMUNITY to those whom
have abused me. He said if the syntax was worded different in the defense’s
argument, he would have ruled in their favor on the spot.
This translates that in the end, Patient’s Rights’ per
W&I Code mean NOTHING since County employees can operate under
the cloak of immunity from the existing interpretation of the law.
I wonder how the citizens of Riverside County would respond
to this newly discovered material, that their
loved ones may be abused and those whom do the abusing cannot be
held accountable, they have no recourse.
And further, that I have only asked for Corrective Action, a
Plan I have submitted to help prevent such abuse, and that Plan was
rejected without consideration. (I have read the rejection response
for my Plan, and it is filled with logical errors)
It appears that the Riverside County is seeking to
‘get-away’ with the abuse, and I would have no validation, no
apologies, and worst,
the abuse will still continue since significant safe-guards of a
Corrective Action Plan are being avoided by those who do not want
the accountability.
Please,
let me meet with you personally, give me the opportunity to discuss
with you why this Plan will work.
Please do not let the legal maneuvering of
County hired attorneys continue to hurt the Citizens of which
you are empowered to protect.
The
action you take now will reflect on your office as leaders of the
community. Please
respond positively to those whom have entrusted you with safety of
their families using the powers and duties of your office.
