Subject: ETS/ITF Update

The worst thing we can do is expect the management and staff at ETS/ITF to do their job when they do not have the needed tools.  I saw this coming back in 2005 when I filed my first validated complaint about ETS over-crowding, nd the State FAILED to follow up.  Time is now of the essence for a new TS/ITF because patients are being put at severe risk.  The MH dept and TS/ITF have my full support and understanding.  However, it is now time for he board of supervisors to approve the capital spending, or face out of

compliance consequences.  I hope the BOS will do the right thing and help save lives and approve the capital spending for a new ETS/ITF with a reasonable COMPLEATION DATE.....Kathi
