I heard back from my contact at CMS (Center for Medicaid & Medicare Services), Leslie Royal.  (415) 744-3417.

She'd like to talk w/you further about what is going on there.  She was unable to locate this facility in her database so it would be helpful to have the exact name & address.  I thought it was Riverside County Inpatient Treatment Facility, under the license of Riverside Regional Medical Center; address on County Farm Road.

I am faxing to her the recent grand jury report but it does not include findings about the 23 hour issue you've identified.  I told her part of your complaint involves failure to DHS to act.
